The Microsoft Flight Simulator 2024 Steelbook is only available as Premium Deluxe Edition and will contain all standard airports, helipads, oil rigs and glider fields, plus 95 aircraft (45 new aircraft, 50 updates MSFS2020 aircraft) and 160 modelled airfields.

Flight Simulator will be available on Xbox Series X|S and PC on release. Please find the specifications for AMD/Intel PC's below.

Do you get a license key code or do you get a DVD disc
As mentioned in the text, this is a license key, in a physical box. MSFS2024 will not be released on DVD.
Can all the additional items I bought (like planes, sceneries etc) in FS2020 be used in FS2024?
The basic principle is that the add-ons purchased in the MSFS2020 marketplace can also be installed in MSFS2024. Whether this will actually be the case, we do not yet know; Ultimately, the add-on developer must make this possible.
Is it for PC (windows)
The Steelbook contains a license key which works on PC as well as on Xbox Series X|S.
